Case Details:

Mr. Ou had been arrested numerous times since 1999. In one instance the Huaihua City Brainwashing Center held him in September 2007. There a medical doctor, declaring that Mr. Ou was unhealthy, injected him with unknown drugs that caused him to walk slowly, drool and speak unintelligibly. Mr. Ou’s condition steadily deteriorated from this point. He was released.

Despite his deteriorated condition, police detained Mr. Ou in detention centers in 2008 and again in 2009. Throughout 2010 police harassed him in his home, sometimes as frequently as twice a week, confiscating mp3 and mp4 players and Falun Gong books whenever they were found. The constant harassment prevented him from being able to practice Falun Gong. He never recovered from the torture and died in May 2011.

Since 1999 Chenxi police officers involved in the arresting and harassing of Mr. Ou include: Xie Kaiji, Liu Yong (later promoted to deputy chief), Liu Shuqin and Xiao Minfu. These officers worked in coordination with the Chenyang Town 610 office.
